Well, the Twelve Colonies were settled by twelve different tribes, who traveled across the stars to a system with twelve inhabitable planets in it. You know, Caprica, Virgon, Aerilon, Picon... The Thirteenth Tribe was one that veered off from the rest and settled a different system. Earth.

It was just a story.
